setting up a picture book manuscript for submissions

While I can find a variety of examples online, I haven't been able to find one that addresses my exact question. As we all know, Picture books generally do not have many words on each page. So when setting up a manuscript for submission can I show text for multiple pages of my story on one page of my manuscript. for my story, it seems like 4-5 pages of my story will fit on one page of my manuscript. If this makes sense,how would you set it up

If your story is short enough, you could fit it all on one page. At this stage, how it would paginate in a book is irrelevant. Type it up in indented paragraphs, double spaced. No extra line breaks between paragraphs.

While there is some variety in how PB submissions are formatted, yes, you should should the text of multiple pages of your (words only) manuscript on one page.
