Smaller publishers for a YA with environmental theme?

Hi, everyone! I've just returned to the organization after several years away.
I published three YA novels about mental health issues with a Big Five publisher, having received a three-book contract without using an agent after one of my works-in-progress received an award.
I have one more manuscript I'm hoping to publish, which is another YA that combines a mental health theme with an environmental theme. I've sent it to about 20 agents, who have all passed on it (though some with favorable comments). I am no longer looking for a big publisher and would like to consider smaller ones who would look at an unagented manuscript from an established author.
What would you recommend as the best way to locate these publishers? Is it looking at the big directory, or are there other resources that could be helpful?
